If you want to solve or greatly
reduce heinous incidents of police brutality all over the world, please read
Lock Your Heart. It is a speech given by
a prophet of GOD in the field to a great many missionaries in Latin
America before I was born and that I need to convey to you and all
your close and distant associates. The best solution under heaven to the problem
of police brutality is in that old and forgotten, but prophetic speech.
Here it is an excerpt of an all
too familiar example:

Then they were doing a little flirting and then a few of them got to playing cards there every Sunday night. And then they were dancing in the dark with some of the Saint's girls!

As the prophet Isaiah once said
concerning these latter days and the abominations that make a nation desolate,
it is a vexation to the soul only to understand the report. I believe if President Washington and
President Lincoln were present, they would say the same thing and confess our
national sins or face divine obliteration. Please compare with Isaiah 28

From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.
This, what Isaiah says, plus the
intelligence you gather from that speck from President Kimball, is what you
should also stress in your news briefing to the press and to the American people
with regards to the crimes of police brutality perpetrated against minorities, against
aliens and against the mentally disabled people in the US. That as
Isaiah, you are vexed in spirit when these horrible news reach your desk and
that you also feel the need to be compelled to address the problem assertively.
My name is Miguel Angel Tinoco. Today,
I am not in a position to counsel you in any matter with regards to anything,
for I feel unworthy, but nonetheless, I have a duty to perform and I have a strong
concern and a compelling spirit that inspires me to write you. As you
and many other Americans, I feel vexed in the spirit for the recent Murder Incident
in South Caroline where a SC police officer from North Charleston conducted a Ferguson Maneuver
on another member of the black community.
This is happening too many times too often. But this you and your
advisers from the DOJ may know better than I.
As you can tell, I am of Hispanic
of origin, half Ephrata or partially from the house of Joseph and partially Egyptian or black or
a descendant of Cam, the son of Noah, from the
royal loins of Onitah just like you. Like it
or not, Mr. President, you and I are brothers only from different branches of
the same family. I know what you know and I feel what you feel.
I am that busy spirit that helps and inspires people to excel in every good
cause and never give up. And I do it erroneously, politically incorrect, but
with unfeigned love. The only thing that differentiates us, is that you are scholar and that you have the good looks in the
family.
Unlike the Lawyers, by the gift
and power of GOD to whom belongs all the honor and glory, I can get into
people’s hearts and minds and know the intention and thoughts of their
hearts. It comes to me by direct and
indirect contact and in most cases by visions or dreams. Then I write my
impressions as you see me do right now. I have both advised you and contended with you
in my dreams. We know each other as if
we were twin brothers or very close friends. And when I don’t agree with you,
you, in the kindest sense of the word, you become enemy mine. Or I become an insolent fool as in
Shakespeare, King Lear Play. I am the
only one with authority to speak my mind for better or for worst even if it is
to criticize you, but only with the intention to alert you and stimulate your
own intellect.
Mr. President, I have a
relationship with all of gods’ children.
This is a spiritual more than a physical or verbal relationship. In
other words, I am in their midst in all their affairs in the spirit. I dream with
you more often that I would like to. And
telling my dreams and associations with people in high places sometime gets me
in trouble. And in some instances, I
dream that you and your family live in my house or come to my house and that
you sleep in my older daughter’s room.
In the dreams I have, it appears that I am next of kin or a distant
relative of your sweetheart, the fist Lady, Mrs. Michelle Obama. She is an endowed lady, like Eve, the wife of
Adam or first parents. Or she wears the holy garments of the holy priesthood
like me. I may be more family of hers or
to her than of you.
I also dream that I am you or in
you and that I am conversing amicably with Mr. Eric Holder as if we were close
friends or brothers. And we all love each other unfeigned as such. I love
you too man, was the last thing you said to Mr., Holder not long ago when he
came to you and said, I love you man. We
are all of the same heart. But I don’t
always understand my dreams nor why I am in them. All I know is that I know you as much as your
wife and children know you and that in that tone or spirit I speak to you.
Mr, President, last Friday or Saturday,
not many days before the latest shooting incident that became public in SC, I
had a strange dream in which I was with my half brother Robert Hagy. And we were both in the military in the dream.
At first we were dressed in black like the blues brothers or the men in black,
the spooks. My brother’s family is originally
from Charlestown South Caroline or its whereabouts. I believe he lives in Maryland now and you may
already know I, Miguel, live in FL. I
moved here from Maryland
a few years before the economy bust and voted for you in the primaries in 2008,
but not thereafter. My brother’s father
and my Mother meet in Washingto
DC in 1988, got married, then a
year later divorced and then he married again; and then he married death or died
in VA. My Step Father looks just like
the Mayor in SC which may be related to the Hagy Clan or Family thereof. I
don’t know.
But, in the dream I had last
weekend, my brother and I both had black mountain hats with masks covering our
faces to keep our identities undisclosed.
And we were conducting police or military training exercises. It appears that we both were either swat team
members or special forces or black ops outfit of some sort because we had both
black suits and camouflaged military
gear. I own no guns or firearms, but in
the dream it appeared we, my brother and I were armed. I had a Rambo type knife hanging on my waist
which I noticed on my right side; and also electric teaser type of gun or
device. Other than that and the black
mountain mask, I don’t recall or sensed that I carried any other weapons on me.
Then, after training, I went out
to my duties and soon after by a hill nearby, I encountered an unknown suspect
with whom I had a minor struggle and had to put into the ground for that was
trying to escape. It appears that I wanted to teased him with the gun in order
to immobilize him and then to arrest him, which I did with minimal force but
subtle martial arts tactical control. I don’t recall if I stoned him with the
teaser device, but no shots of any type were fired, and then, suddenly the
dream ended.
Then, a few days later, that is
Monday evening, I saw the in the Communist News Network, that is CNN what
happened to that fellow in SC. I feel
very grieved for the lethal shootings of black people and mentally ill by
police is becoming an odious culture in our cities. And the judgments of GOD upon this nation,
sooner rather than later will pour as a result of too much crime and
prevarication of justice. I have been
preaching to them repentance for over seven years but no one wants to listen to
me. I no longer feel the urge or need to
preach the people of this nation as if this nation had reached the point of no
return where the law of the land is that the wicked will begin to punish the
wicked and before we know it, all hell will break loose. I cannot preach to them but you can.
But the point of the matter is
that no cameras, no education or more training for police officers will solve
the police brutality epidemic or violence plague we are now living. We have to gather some real statistics, like
us and do the right thing. Which statistics my friends have tested for a little
over 185 years and proved reliable.

We all get into mischief
Mr. President, you see. As the Mormon missionaries from the church of Jesus Christ
of Latter Day Saints, or as officers of the kingdom of God
on earth, we have had our own moments of mischief or misconduct. I am the chief sinner among my earthly
brethren; and the least in the kingdom of my father. I am myself am pained and in the repenting
process for my own grievous sins as we speak.
But, for mere argumentation sake,
just look and consider without judging or condemning, at the all mischief of a
great many of catholic priests have had since we all can remember.
There is a difference between being innocent and being not guilty. I have been taken more than once to crisis units for the things I write more than by what the things I say with my own mouth or do. I was also arrested once for spurious charged of violence and jailed for nearly a month. But I have never been convicted for any crime. And I also had to go to behavior or anger management school for six months for something that I did not or could do. Was I innocent? The answer is NO. But was I guilty of the crimes imputed on me, NO.
I am not excusing myself in the least degree, but because of miscommunication, things got complicated in that incident and got out of hand; and I did not know how to react. I had some heated arguments with my wife in Many 2008 and somebody heard and called the police on me. I did not know why I had been taken or what had I done at the time. But there was a report written of some stuff that I may have done several months earlier than the time of the arrest that may be related to why I was arrested. Some three to four months before me being taken away, late in 2007, my family and I were living very trying times. I recall I was holding my baby in my hand and my wife tried to grab it from me by force, so I extended my hand at arms length to keep her away. And because she could not, she tried to leave the house and was wearing one of my shirts, so I tried to prevent her from leaving so I would not have to go and search for her in the highway. And I grabbed her by my shirt and the shirt ripped. Here is a scene the way things truly happened according to my perspective or version of the truth and everybody knows it. I am not ashamed, for I did not do anything, nor am I worried.
My wife's English is not that sharp. When she complained, as per the police report, she recalled all of our dirty laundry from 18 years of marriage. According to the police report, she said that I had pushed her, but the wicked recorder or cop wrote that I had Punched her. And she complained that I had hit her with the vacuum cleaner. But the vacuum cleaner was merely a very light plastic wand or vacuum cleaner attachment that she did not want to grab from my hand one day we had an argument as we were unloading the minivan in a work site. And I recall that I was upset and put the wand in her hand with an attitude, but which she dropped to the floor and I picked up again to put her in her hands. I don't remember hitting her at all. And if I did, it was by accident. I could have not done it at all. I had a mighty change of heart in October of 2007 and I was disabled to commit any type or form or sin whatsoever. I was like a little child learning to walk again. I may have had tantrums, but that is no crime. But she and everyone else that knew me felt that way and thought that I was crazy mad. I am crazy or have severe ups and downs, but not that crazy. All i know is that I had a baptism to be baptized with, and what could I do or how was I restrained until it was accomplished. If I did anything wrong during those spiritually intense days, it was only because somebody made me stumble and fall. But ever since, even up to this day, I have lost all disposition to do evil. I no longer succumb to the sins that so easily beset me. Therefore, other than to get defensive and to repeat back what was said to me very loudly, I could have not done what they said I did and for which I suffered greatly. Jesus Christ was more violent then and now when he yelled opposition and when turned the tables of the money exchangers in his father's house. For he said:

But us in the kingdom of GOD for little sins, we are punished big time because we know better. There was no evidence that I had committed those crimes, nor bruises or marks of any type that should recriminate me, but as the prophet Joseph Smith once said: You can be as innocent as dove or an angel, but if you cannot prove it, they are going to get you. So, they did get me. But abuse comes with the territory of my profession, and even though ever since I have been relentlessly fighting for my life because with my background I cannot hold a stable Job, I have no hard feelings towards anybody. It all gave me experience and helped my hush all my fears. Nevertheless, ever since, I struggle constantly, and I have been pushed over the limits by my own brethren at home and abroad. And when I strike, I act with lethal force or I break all the teeth and shoot to kill. This is why I own no firearms, because I know that when warranted, I will not hesitate to use them. As a matter of fact, I am doing it as we speak, and you knew it not. There is no point in having power in the priesthood if you don't use it as intended. All my words are binding upon all souls because they are given to me of Jesus Christ.
Therefore They Hushed Their Fears

"I remember vividly an experience I had as a small
boy. One day while playing with my friends, I accidentally broke a window in a
store near our home. As the glass shattered and the security alarm blared, a paralyzing
fear filled my heart and mind. I realized immediately I was doomed to spend the
remainder of my life in prison. My parents eventually coaxed me out from a
hiding place under my bed and helped me to make amends with the store owner.
Fortunately, my jail sentence was commuted.
The fear I felt that day was overwhelming and
real. You undoubtedly have experienced much greater feelings of dread after
learning about a personal health challenge, discovering a family member in difficulty or
danger, or observing disturbing world events. In such instances, the
distressing emotion of fear arises because of impending danger, uncertainty, or
pain and through experiences that are unexpected, sometimes sudden, and likely
to produce a negative outcome.
In our daily lives,
endless reports of criminal violence, famine, wars, corruption, terrorism,
declining values, disease, and the destructive forces of nature can engender
fear and apprehension. Surely we live in the season foretold by the Lord: “And
in that day … the whole earth shall be in commotion, and men’s hearts shall
fail them” (D&C
45:26).
My purpose is to describe how fear is
dispelled through a correct knowledge of and faith in the Lord Jesus Christ. I earnestly
pray the Holy Ghost
will bless each of us as we consider together this important topic.”

I know
both the root of the problem, which can be debated and subjective, but more importantly
I know how to objectively solve your police mischief or to reduce reduce police brutality or
mischief it up to 98%.
And regardless or source, the plague that is
cankering the souls of our police officers, which goes beyond the love of
money, fame or even abuse of power and authority can be reduced or eliminated
completely. In addition to what is
already in place and if needs be personal cameras, the problem can be solved by returning to the
practice of paring police officers again as in the good old days when there
were more officers than police cars and they had to share. What helps better when two kids fight? I believe that to hand cuff them together is
more productive than to separate them, so that they behave or resolve their
issues on their own. All we have to do
is to teach them good principles and they will govern themselves. And if they
misbehave, proverbially speaking, then, they will have to remain handcuffed;
play, sleep or even go to the bathroom together until they like each other than
they cannot be one without the other. This in principle is for one taking care
or babysitting the other. Only then,
they will cease and desist to act as dumb and brute hermitages and become
kinder with the people whey are supposed to serve. Or all hell is going to
break lose like in Rambo, the First Blood.

I cannot test this my
hypothesizes or do the research because I have not, because I don’t have the
resources. But if the DOJ does some
statistical homework as the Mormon prophets do with their missionaries, they
will see that by paring officers they will reduce the crimes police officers,
military and law enforcement incur in both normal and strenuous
circumstances. Because it is easier for
the devil to tempt one individual than to tempt two or more which will make it
a conspiracy.
In our church, when our leaders
have meeting or private personal interviews with persons of the opposite sex to
discuss an issue or to resolve a worthiness problem, there is or should be always
another officer by the door especially when the person being interviewed is of
the opposite sex or when you are preparing tithing reports or handling money. This avoids the opportunity to sin, it reduces
temptation and snuffs the fiery darts of the adversary; and last but not least,
it eliminates the appearance of evil. It
is like a micro system of checks and balances.
If I see my friend misbehaving, in a way that he will not listen to my
counsel, despite my love for him, then I will have to blow the whistle on him, or tell on him to one of my superiors or he
will endanger, mar or canker the whole mission.
As per the Lock your heart
speech, this is what our missionaries are youth which may often get into
mischief as any other non religious youth. And they are less likely to get into mischief
in the mission field if they go two and two.
There is the unavoidable or
innate evil nature ever present in us all due to the fall of man, but if your pair your officers as the Mormon pair their missionaries, it reduces the occurrences of any of them
or both of getting into any trouble up to 98 %.
I had to learn this lesson the hard way.
I am home alone and I often get into mischief, specially when I have fire stones or revelations at filthy animals and unkind souls that have gone to the dark side and when they refuse to get in their knees and tell me they love me.

No one is innocent, no not one. So, the police department leadership, the local and even the federal governments and the individual officers of any and all police department, and also the victim, do share in the guilt of all these aberrant police troubles directly or indirectly. I don’t know if you can tell, but there is a big difference in being innocent and being not guilty. And if I am incorrect in the least or most of my assessment, then, the black dude that was murdered is totally innocent, which is better than not guilty, and all of you have conspired to kill him. Which explanation is the simplest or makes more sense?
School Thy Feelings, O My Brother
Can ye be angry and sin not?
"We learn obedience throughout our lives. Beginning when we are very young, those responsible for our care set forth guidelines and rules to ensure our safety. Life would be simpler for all of us if we would obey such rules completely. Many of us, however, learn through experience the wisdom of being obedient.When I was growing up, each summer from early July until early September, my family stayed at our cabin at Vivian Park in Provo Canyon in Utah.One of my best friends during those carefree days in the canyon was Danny Larsen, whose family also owned a cabin at Vivian Park. Each day he and I roamed this boy’s paradise, fishing in the stream and the river, collecting rocks and other treasures, hiking, climbing, and simply enjoying each minute of each hour of each day.One morning Danny and I decided we wanted to have a campfire that evening with all our canyon friends. We just needed to clear an area in a nearby field where we could all gather. The June grass which covered the field had become dry and prickly, making the field unsuitable for our purposes. We began to pull at the tall grass, planning to clear a large, circular area. We tugged and yanked with all our might, but all we could get were small handfuls of the stubborn weeds. We knew this task would take the entire day, and already our energy and enthusiasm were waning.And then what I thought was the perfect solution came into my eight-year-old mind. I said to Danny, “All we need is to set these weeds on fire. We’ll just burn a circle in the weeds!” He readily agreed, and I ran to our cabin to get a few matches.Lest any of you think that at the tender age of eight we were permitted to use matches, I want to make it clear that both Danny and I were forbidden to use them without adult supervision. Both of us had been warned repeatedly of the dangers of fire. However, I knew where my family kept the matches, and we needed to clear that field. Without so much as a second thought, I ran to our cabin and grabbed a few matchsticks, making certain no one was watching. I hid them quickly in one of my pockets.Back to Danny I ran, excited that in my pocket I had the solution to our problem. I recall thinking that the fire would burn only as far as we wanted and then would somehow magically extinguish itself.I struck a match on a rock and set the parched June grass ablaze. It ignited as though it had been drenched in gasoline. At first Danny and I were thrilled as we watched the weeds disappear, but it soon became apparent that the fire was not about to go out on its own. We panicked as we realized there was nothing we could do to stop it. The menacing flames began to follow the wild grass up the mountainside, endangering the pine trees and everything else in their path.Finally we had no option but to run for help. Soon all available men and women at Vivian Park were dashing back and forth with wet burlap bags, beating at the flames in an attempt to extinguish them. After several hours the last remaining embers were smothered. The ages-old pine trees had been saved, as were the homes the flames would eventually have reached.Danny and I learned several difficult but important lessons that day—not the least of which was the importance of obedience.

Even the prophet of GOD today when he was a youth, once set a march on fire by accident and another one, an apostle of broke a window of a store with a ball while horseplay on the street. But as you have thus far seen, we have always had prophets on earth that by precept and by experience teach us and have guided us how to live.
I also remembered that true justice has no father or mother and that it is blind. There was a time when my grandpa worked as a police guard at or near the Honduran Presidential House. One night the president went out conspicuously to visit a mistress he had and either on his way in or out, he jumped a fence of the presidential palace. My grandpa saw him and arrested him for breaking and entering and for immoral behavior. And the president of Honduras spent the night in jail. The following morning, his superior came in haste to rebuke my grandpa telling him that he was in trouble for what he had done the previous night. He told him that he had arrested the President of the Nation. My grandpa told him that did not know and that in any case, he was just doing his job. When he took my grandpa to the President, my grandpa must have been fearful at the consequences of his actions, but instead, the president stretched forth his hand and told him; Tinoco, you are truly doing your job. And that was the end of it.
But most importantly, I am
writing to you because as I saw the news again of that incident of SC, the
words of a prophet who is no longer with us, but who went on a campaign all
over South America preaching this same message to all of our congregations to
help us all avoid mischief in the mission field. It is a prophetic message from which you as
a President, as a Father and as individual can use and build upon to travel the
road of live with less bumps. I hope in
the name of Christ, that this nugget of knowledge, helps you see the trouble we
are in as a nation, that we need to amend our ways or feel the fiery rod of
indignation vex our souls as these heinous crimes increase until all hell
breaks loose and the indignation that vex our souls become permanent.

O ye people of the land, that ye would hear my words! And I pray that the anger of the Lord be turned away from you, and that ye would repent and be saved.
These things I say by way of
knowledge and not by way of commandment or compulsion. These are not my saying but as you have thus far seen, there are the words of GOD thru his servants the prophets. I just program it with real life experiences, movie clips, prophetic speeches and other illustrations so that you have no doubt or unanswered questions or concerns and eliminate any excuse we may have for our sins. This day, I have remembered my own sins to which we are all susceptible. The LORD has also instructed me by showing me in a vision what would shortly come to pass. And I do declare it to you all as a voice of warning, truth, faith justice, judgement and mercy unto the ends of the earth very humbly and meekly,
pulling my own booths and with my own means, even as one having authority to speak or to declare in the sacred name of Jesus Christ,
